This is the same torrent as this one except I fixed the sound by adding all the .WAV files back into the game without you having to go tweaking things.

Note: If you are storing this game on a drive other than C:\, you will need to tweak one little thing (and it's very simple):

After you've extracted the files and are ready to play, go to Sim City 3000\Game\Res\Sound and open the AUDIO file with a text editor such as Notepad.

Find the part that says...
MusicDataDir=C:\Games\Simcity 3000\Game\Res\Sound\Music
; MusicDataDir=C:\Games\Simcity 3000\Game\Res\Sound\Music
CachePath=C:\Games\Simcity 3000\Game\Res\Sound\Music

...and change it to...
MusicDataDir=X:\Games\Simcity 3000\Game\Res\Sound\Music
; MusicDataDir=X:\Games\Simcity 3000\Game\Res\Sound\Music
CachePath=X:\Games\Simcity 3000\Game\Res\Sound\Music

...where X is the drive letter you are using. Just click Save and close your text editor and you are ready to play with sound.
